GTM 'Send Documents' Action Unable to Raise Workflow Event (Doc ID 2671197.1)

Symptoms

GTM 'Send Documents' action does not raise workflow event. So DOCUMENT and GTM TRANSACTION agents listening to the following events do not trigger.

DOCUMENT - SEND
GTM TRANSACTION - OBJECT DOCUMENTS SENT
GTM TRANSACTION - SEND DOCUMENT REVISION
GTM TRANSACTION - SEND STANDARD DOCUMENT (AGENT)

Agent Event: DOCUMENT - SEND
Agent Action: NOTIFY CONTACT: XXX, DOCUMENT - SEND

Select a GTM Transaction and run the 'Send Documents' action.

Check the logfile, the agent is not triggered as there is not event raised.
