ACTUAL BEHAVIOR

New Validation Item Rule does not trigger message
It was created a new validation item rule that should display a message when the entered item description contains more than 40 characters. The new rule validates OK, so the syntax seems to be technically fine. However, when the description of an item is changed to more than 40 chars, no error is showing and the change is saved successfully.
Item rule syntax : IF Expression: True
Validation Condition: length([Item].[Main].[Item Description]) >= 40
User Message: ERROR Warning Description exceeds max characters.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigator > Tools > Setup and Maintenance
2. Query by Task Name "Manage Item Rule Sets"
3. Click in Go to Task (ICON), this will drive you to "Manage Item Rule Sets" page
4. Edit item rule
