Symptoms
Template upload does not recognize HTS as valid if the "Effective From date" is less than the year 2000 and fails to upload data.
Steps to Reproduce:
- Download a specific template having HTS data (Item_Master, Purchase Order, or HTS Definition).
- Attempt to add an HTS with effective from date earlier than year 2000 to any item, or po/item, or update values in HTS definition.
- Upload file.
