Fusion Talent Profile: Change notification details for Licence and Certification section (Doc ID 2671817.1)

Goal

In the UI, License and Certification section has been re-named as Certification and License.
But still in the notification its showing as before, License and Certification.
UI section name and the notification should mentioned the same section name.
