Oracle Fusion Learning Cloud: Able To Add A Required Member To A Category Community (Doc ID 2671988.1)

In 20B I created a Category community and was able to add a Required member to the community even though Assignments cannot be created for the community.

The issue can be reproduced at will with the following steps:
1) Sign in to HCM as a Learning Specialist
2) My Client Groups > Learning > Learning Catalog > Communities
3) Create Category Community, enter information, Click Submit
4) Click on Membership
5) Click Add > Required Member
6) Successfully added a Required Member
