"Manager A" transfers "Employee" to "Manager B" with the effective start date of 2020/05/01 using Transfer quick action.
"Manager A" uses the Salary Change quick action to increase the salary of "Employee" with the effective start date of 2020/05/01.
 Customer needs that the future second line manager (Manager of Manager B) to approve despite the fact that it was submitted by the current first line manager (Manager A) of the employee.
