Create Requisition

Enter Requisition Line
User with Advanced Procurement Requester role is unable to create an Internal Material Transfer (IMT) requisition for a non-planned item.
The user has access to Enter Requisition Line, is able to populate all required fields, but when the user selects Add to Cart the item is not added to cart.

User to be able to add the item to the cart and complete the requisition request.

The issue can be reproduced at will with the following steps:
1. Set up non-planned item per whitepaper Oracle Inventory Management / Internal Material Transfer flow
2. Go to Enter Requisition Line and attempt to add a requisition to the non planned item
3. Select Add to Cart, Item is not added to the Cart. No error message is returned.
