When Executing Picking Wave, It Does Not Pick Up All Orders. Wave Logs Show "Orders that did not meet wave capacity" (Doc ID 2673204.1)

Symptoms

When waving an order not all orders get picked up on the wave even though the template search matches the criteria for the order. Sometime when re-running the wave template right after the order gets allocated. When going to the Wave Logs in the Wave Inquiry UI screen Ithe following message is shown:
