Cloud Apps: Infinity Action Centre Feeder does not add contacts to campaign (Doc ID 2673341.1)

Symptoms

The Infinity Action app has been configured to feed to an Eloqua instance. The stream is sending contact data alongside the Visitor GUID and Contact ID. 

However, somehow the contact data isn't getting added to the campaign. The Infinity app configuration screen is showing that it received records, however, on the campaign canvas, the app's stats screen shows that theses records are stuck in a pending state.
