PROBLEM STATEMENT
------------------
mergeitem Operation for Itemservicev2 (Soap) is Failing to Create item and Automatic Organization Assignment.

ERROR
---------
You can't assign the item XXXXXXX to the organization XXXX because the org is inactive

STEPS
---------
1. Invoke mergeitem Webservice from 3rd part System through OCI
2. Item Creation Failed
3. Error will be Notified

EXPECTED BEHAVIOR

mergeItem operation for ItemServiceV2 SOAP Service should be able to create Item and assign Organizations successfully.
