Approval isn't routing as per rule for edit of existing Emergency Contact. It is working good for addition of Emergency Contact.
Login as employee.
Go to Me –> Personal Info.
Select Family and Emergency Contact.
Now try to update the existing contact- Example Select xxxxx to update the record.

Change the relationship from relationship section and Change the name and other details from the Name Section.

It is not following the approval rule.

Sample approval rule:

Below rule was created to verify the emergency contact add/update:
Rule 1
(transactionApprovalRequest.ViewInstanceName == "QuickContact") ->User1

Rule 2
(transactionApprovalRequest.ViewInstanceName != "QuickContact") ->User2

For addition of emergency contact Rule1 is getting trigger but for edit of emergency contact rule 2 is getting trigger.

Expectation is, in edit case also rule 1 should get trigger.
