On : 11.13.20.01.0 version, Setup, Rapid Impl and Security

When attempting to create data access for users the role list of values (LOV) is not returning any roles


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create user
2. Assign job roles
3. Try to create a data access set for the user
4. see the LOV has no values
