PRC:PO: Category Based BPA Change Order Approval Rules Not Working

Symptoms
When creating a change order (CO) against a BPA the approvals do not work.
When the CO is submitted, it hangs in pending approval and the following error is observed when trying to drill down into the Pending Approval Status to see the approval flow:

Action details are not available because the approval process is being prepared. Try again later
After running the "Document Approval - Validate" Diagnostic Test, it appears the rule is failing because the CategoryID is being passed as NULL thus causing the rule to fail.
Steps to Reproduce:
1. Create CO against BPA
2. Ensure It will hit Rule with Category Name is not in X, Y, Z, A, B, C
3. Go to manage Approvals
4. History Tree Table Error
5. Submit CO
6. CO Stuck in Pending Approval
7. Drill Into Pending Approval
8. Error
