Generate Shipment Request program not sending the Update status of the transfer order



EXPECTED BEHAVIOR

Generate Shipment Request program should send the Update status of the transfer order

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Creating the transfer order in Oracle inventory and interfacing the Transfer Order to WMS using the generate shipment request program.
2. When the transfer order is updated, either by adding new line, or changing the qty of existing line, and run the Generate Shipment Request job, then the record is getting interfaced as Create record, instead of Update.

Due to this issue, users cannot update the status of the transfer order
