Order's action 'Move Order to Existing Shipment' fails with the following error.

EXAMPLE:

OR_A (A > B) -> Dummy Order, Ship Unit Count 0
OR_B (A > C)

Rates:
TL : TL_RATE
INTRMDL : INTRMDL_RATE (This one as a Capacity Group)

01. Plan Order (OR_A) with TL Rate/SP (TL_RATE)

Shipment: XXX

02. On the created shipment -> Run the 'Change Service Provider' Action and select the INTRMDL Rate/SP (INTRMDL_RATE)

03. Edit the shipment and select Fixed 'Service provide', 'Rate Offering' and 'Rate Record'

04. Now try to move order (OR_B) to Shipment (XXX) using Order's action 'Move Order to Existing Shipment'

05. Error
