ACTUAL BEHAVIOR

When a user tries to allocate expense charges in an expense report, he/she gets an error message saying:

ERROR-The person assignment isn't active as of the expenditure item date in the human resources application. (PJC-2220548)
 

EXPECTED BEHAVIOR
-----------------------
Users should be able to create and submit the Expense Report without any project error.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Expense Report
2. Enter the Expense Item
3. Getting error.
