Symptoms

When attempting to run the "Transfer Ownership Change Events to Receiving" ESS,
the following error occurs.

access denied ("oracle.wsm.security.WSFunctionPermission" "http://xmlns.oracle.com/apps/scm/receiving/receiptsInterface/ownershipChange/OwnershipChangeService#processOwnershipChangeAsync" "invoke")


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run the "Transfer Ownership Change Events to Receiving" ESS.
2. Process end in error
