Symptoms

ACTUAL BEHAVIOR
---------------
Comments field not being shown when user is approving a change order.

EXPECTED BEHAVIOR
-----------------------
Approver should be able to comment on approval stage.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1.Create a Change Order
2. Add an affected object to the Change Order
3. Perform an Edit on the affected object within the Change Order in order to create a redline attribute
4. Save and progress CO to Approval
