Various Errors When Opening Projects or Performing Exclusive Functions (ex Scheduling, Leveling or Project Delete) in P6 Professional

Symptoms
When opening a project or performing exclusive functions (ex. Scheduling, Leveling or Deleting a project), any one of the following error messages can appear:
- This project is open by other users.
- The project is exclusively locked.
- PROJSHAR_INSERT failure -1 (and the load bar continuously loads, stating Loading data).
- You have opened current project in Shared Mode. Other users currently have the project(s) open as well. Performing the process may overwrite the changes made by others. Are you sure that you want to continue?
When checking if other users are in the project, no users are displayed or leftover from the previous project opened; only the current user is shown.
Changes
P6 environment was recently migrated to OCI.
