Symptoms
On : 11.13.20.01.0 version, Payables
When attempting to setup new withholding tax with rounding rule as UP, the following error occurs.
ERROR

While creating a Payables Invoice the WHT amount is not rounded up and showing amount in decimal.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup new wihholding tax
2. Set Rounding Rule as Up in Manage Taxes
3. Create new invoice and check withholding amount
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot have the WHT amount rounded up as per the rule.
