Symptoms
When attempting to import an item and assign it to several catalogs, the item is importing but not getting assigned to some of the catalogs
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create document to upload an item with multiple catalogs
2. Upload and process the doc
3. Witness that the item is importing but the catalogs are not assigned
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot associate catalogs through FBDI
