Cross Validation Rules Condition Filter LOV Does Not List Values Of "Is a descendant of " and "Is the last descendant of" (Doc ID 2682912.1)

On : Fusion Applications 11.13.20.04.0 version in Development SaaS Environment:

ACTUAL BEHAVIOR
---------------
While creating a new rule under the Manage Cross Validation Rules, the list of values (LOV) does not work correctly. In the Condition Filter Operator LOV, the following do not appear: "is a descendant of " and "is the last descendant of".
This issue occurs for all users on all browsers on all client machines. Due to this issue the users are unable to create and apply cross-validation rules to determine the valid account combinations that can be dynamically created as users enter transactions or journal entries. Currently there is no known workarounds for this issue.

EXPECTED BEHAVIOR

In the Create New Rule under the Manage Cross Validation Rules, the List of values (LOV) should correctly display the options for "is a descendant of " and "is the last descendant of".

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Fusion Applications.
2. Navigate to Setup and Maintenance --> Financials (Offerings) --> Financial Reporting Structures --> Task: Manage Cross-Validations Rules
3. Click Create New Rule.
4. In the Condition Filter Operator LOV, the following are not correctly displayed as options for "is a descendant of " and "is the last descendant of".

WHAT IS WORKING

The Manage Cross Validation Rules page loads all the other existing Cross Validation Rules.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot implement security features to restrict account combinations on the restricted values for the segments for the account combinations in their organization.
