'java.lang.NullPointerException' Error When Staging Transmissions Using External System With Stylesheet (Doc ID 2683257.1)

Symptoms

When the Send Allocation or Issue Allocation outbound integration notifications are sent with 'Staging' and there is also a stylesheet assigned to the receiving external system, the transmission XML was not being generated correctly.

Staging Outbound Transmissions using Stylesheet is applied in the External System, fails with the following error.
