Symptoms

On : 11.13.20.01.0 version, Expense Setup

When attempting to send remittance advice
the following error occurs.

ERROR
-----------------------
 WARNING: no recipient email address for payment_id xxxx. This payment will be skipt (for email SRA).
-----------------------
The issue can be reproduced at will with the following steps:
1.Send SRA
2. Warning message

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot send remittance advice properly.
