Application Error Occurs When Manager Submits Performance Evaluation (Doc ID 2684407.1)

Goal

Employee was able to enter and submit own performance evaluation without problem.
Manager evaluated this employee and tried to submit the evaluation but it failed with application error.
Following error was reported in the UI server log.

[APPS_SOURCE: Exception occurred in OAEntityImpl:searchIngest] oracle.jbo.JboException: getTLContainerEntity() is being called and the parent entity is not translatable!
