Symptoms

User is not able to select valuation structure while creating cost profile for costing method Standard.
The valuation structure is at Cost Org-Inv ORG-Sub Inv.

STEPS

The issue can be reproduced at will with the following steps:
1. Create valuation structure with level Cost Org-Inv ORG-Sub Inv.
2. Create Cost Profile select costing method as Actual and you can able to select above valuation structure.
3. Create Cost Profile select costing method as Standard and you can able to get above valuation structure in LOV.
