Fusion FDC: It Is Not Possible to Add A New Line to Fiscal Document

Goal
User observe it is not possible to add a line to an existing Fiscal Document.
Within FDC module, when trying to edit a tax document, system is not allowing to add a line.
This happens intermittently.
1. Supply Chain Execution > Fiscal Document Capture
2. Open Fiscal document.
3. Select Schedules tab.
4. Observe that '+' button is greyed out.
Expect that if user closes the document and reopens, can add new lines.
When on the Edit screen, system should allow adding a line.
