Goal

Enable FDC by Legal Entity level.

Once Fiscal Document Capture (FDC) enabled, users cannot use core PO receiving solution.
However our Legal Entities are under the same business units and users cannot receive a PO for one LE entity that won't use FDC.

Is there a way to enable FDC by Legal Entity level, instead of Business Unit?
If not, can core PO Receipt be enabled even with FDC activated?
