Error Creating Quote via Rest [Could not perform Action ... date attribute is not in the database format]

Symptoms
When creating a quote via Rest and sending a date attribute in the payload, CPQ returns an error:
Could not perform Action: {Action Name}\n{Date Attribute Name} date attribute is not in the database format yyyy-MM-dd HH:mm:ss
This error occurs for each date attribute included in the payload. The date attributes are in the format specified in the error, but trigger the error.
