Symptoms

On : 11.13.20.04.0 version, Expense Setup

When attempting to navigate to Set Preferences - > Financials Cloud > Expenses Preferences
the following error occurs.

User preferences are unavailable.

The issue can be reproduced at will with the following steps:
1. Set Preferences
2. Financials Cloud
3. Expenses Preferences
