On : 11.13.20.01.0 version, Budgets

ACTUAL BEHAVIOR
---------------
Cannot report in smart view on parent values for encumbrances and budgets. When open smart view or control group, parent values are not displayed as members, so cannot report, even after having run the 'Add Reporting Tree to Budgetary Control Cubes' program.

EXPECTED BEHAVIOR
-----------------------
Be able to report in smart view on parent values for encumbrances and budgets without create parent budgets associated to hierarchy and labels, as then would need to create 100 control budget as hierarchies are huge.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
0) create a budget control, track only mode.
1) cost center or natural account hierarchy created, activated, row flattened ABC parent of child A002
2) enter journal or invoice AP and account it
3) open smart view or account monitor to view cube related to accounting data: for actual journals, user can see the hierarchy and aggregated data at parent level ABC
4) open smart view or control group, parent values are not displayed as members, so user cannot report., even after having run the 'Add Reporting Tree to Budgetary Control Cubes' program.
