PROBLEM STATEMENT
---------------------
SOAP Webservice (redlineItemStructureBulk) update Component Quantity in Item Primary UOM instead of Component UOM

STEPS TO REPRODUCE
----------------------
1. Goto applications
2. Product management->Product information management
3. Task List->Manage Change Orders
4. Create Change Orders
5. Add Effected Item/Object
6. Save as Draft
7. Change Status as Open
8. Invoke SOAP Webservice (redlineItemStructureBulk) to Change Component Quantity
9.Search Change Order in application and verify the component quantity

EXPECTED BEHAVIOR
--------------------
User should able to update Component qty in Component UOM instead of Primary UOM using redlineItemStructureBulk Operation.
