Planning Order Movements with Different Leg Positions Not Consolidating (Doc ID 2689270.1)

Symptoms

The following Parameter Setting is being used

ALLOW DIFF ORIG LEG GID OMS CONSOLIDATE=TRUE

Two Order Movements are created that have the same Source/Destination locations, but have different Original Leg Positions. When Bulk Planned, they
are planned onto separate shipments and not consolidated.

The logic is grouping them into separate Order Movement Groups and never attempting to consolidate.

Due to the above parameters setting, it is expected to have them consolidated despite having different Leg Positions
