Plan Document Approval Status Is Reset When Automatic Role Assignment Was Processed (Doc ID 2692635.1)

Symptoms

User uploaded participant details for some participants and ran the Run Participant Assignments job ( part of Automatic Role Assignment - ARA )  to assign roles to the these participants.
Some of these participants' plan documents were moved back to Ready to Publish status.

STEPS
1. Setup ARA rules
    Participant Assignments > Manage Participant Assignment Rules
2. Update Participant Details
    Participant Snapshot > Manage Participant Detail > Participant Attributes
    OR
    Use Import and Update Participant Details process
3. Submit plan document approval
    Participant Snapshot > Manage Compensation Plan > Submit for Approval
    Approval Status shows "In progress"
4. Run Participant Assignments
5. Review comp plan approval status and it shows reset back to "Ready to publish"
    Participant Snapshot > Manage Compensation Plan
