PRC:PO: Purchase Orders Stuck in Pending Approval When Routing Based on Position Tree and Cannot Terminate Approval

Symptoms
Admins are not able to terminate an approval process for few POs that are stuck in Pending Approval.
When drilling into the Pending Approval Status the following error is observed:

Error occurred while displaying History tree table. error in evaluating routing slop. Check the underlying exception and correct the error in the routing slip.
Steps to Reproduce:
1. Query for in process Purchase Order
2. Drill into Pending Approval
3. Error Observed
Due to this issue Approvals are not able to be processed.
Changes
Changes made to the position tree.
ie: Position eliminated and positions re-org'd
