Renaming a Cloud Account to a Pre-existing but not Active Cloud Account Name (Doc ID 2693007.1)

The user in this case would like to rename their Cloud Account name to a name they had used in the past, but are currently not using.  The user attempted to use the steps found here:, but they were unable to do so, because the name they wanted to use was locked and not usable.  Is there method to get around the locked name so that the user can again choose the old unused name?
