Symptoms

On : 11.13.20.04.0 version, Invoice Transactions

ACTUAL BEHAVIOR
---------------
 Get manager function does not work fine within work approval holds.

EXPECTED BEHAVIOR
-----------------------
Client expect to have get manager function worked on hold approvals.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create PO
2. Approved by manager
3. Create invoice
4. Calculate tax on it
5. System generated holds which should generate notification.
6. User does not receive the notification for holds.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot receive hold notification
