Tokenize Button Is Disabled In Manage System Security Options UI (Doc ID 2694465.1)

On : 11.13.19.10.0 version, Set Up Procurement-Define Payments Security

ACTUAL BEHAVIOR
---------------
Implementing Cybersource integration to enable credit card tokenization service as well as payment processing. Completed all of the required steps as per Oracle Fusion Cloud Service Payment Module PCIDSS Implementation guide.  Last step in this process is to enable tokenization in Manage System Security Options UI. However, Tokenizae button is disabled

EXPECTED BEHAVIOR

Expect to see Tokenize button enabled after completing of the required Cybersource and Oracle Fusion Payments setups 

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Manage System Security Options UI
2. In Tokenization section, select and attach Cybersource as tokenization service provider
3. At this point, in Credti Card Data section, tokenization button should be active. It is NOT

ADDITIONAL FACTS
----------------------
Validated all cybersource and payments including Payment System, Payment System Account setup. Verified and confirmed that correct values were entered in payment system setup for Cynersource soap api key, security key, access key etc.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot enable tokenization which is pre-req for credit card payment processing
