On : 11.13.20.04.0 version, Approvals

When attempting to configure the rule for Approve Performance Goal,
the following error occurs.

ERROR:
An application error occurred. See the incident log for more information.
Index: 0, Size: 0


STEPS:
1. Navigate to Tools > Transaction Console > Approval Rules
2. Search for goal
3. Click on the pencil icon to Configure Rules for Approve Performance Goal and error is given
