On : 11.13.20.04.0 version, Cost Management
When running create cost accounting distribution the following warning occurs.

The transfer receipt cannot be costed until the issue transaction is fully processed with sufficient on-hand quantity
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Cost accounting
2. Create cost accounting distribution
3. Using the above request id go review cost accounting processes and query the process id
