Symptoms
When attempting to submit the salary approval transaction for promotion and transfer process.
the following error occurs.
ERROR

Ruleset ChangeSalaryApprovalRules didnt return any results.
Model the ruleset so that it returns a list builder specification.

The issue can be reproduced at will with the following steps:
1. submit a salary change transaction for promotion or transfer process without updating the salary region
