Manage Receivables Specialist Assignment Rules - Condition Section of the UI is not Displayed

Symptoms
In Manage Receivables Specialist Assignment Rules , When tying to create a new rule, not able to define the Condition, as the condition section of the UI is not displayed.
Seems to be this Condition section was there in 20.A and is not longer there in 20.B
STEPS

The issue can be reproduced at will with the following steps:
1. Go to task; Manage Receivables Specialist Assignment Rules
2. Select a Rule Sets
3. Under : Rules, click on {+)
Following sections should be displayed:
Conditions
Action: Assign Receivables Specialist
The issue is that Conditions section is missing in this UI
