On : 11.13.20.04.0 version, Cost Management
The create cost accounting distributions ESS is stuck in 'retrying' status for long and finally completed in error.

The issue can be reproduced at will with the following steps:
1. Submit create cost accounting distributions
2. stuck in retrying status for a long time
3. finally completed in error
