ACTUAL BEHAVIOR
---------------
Notification is not triggered for approval when there is DFF based approval conditions.
EXPECTED BEHAVIOR
-----------------------
Notification should trigger when the condition satisfies.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Learn request approval condition based on coAttribute (DFF fields)
2. Course attribute is matching the DFF value set for approval and a learning request is submitted by learner.
3. No notification is triggered to the approver.

The issue has the following business impact:
Due to this issue, users cannot use the DFF fields in approval
