Place of Supply and Tax Jurisdiction Not Derived For Tax Only Invoice Lines (Doc ID 2703042.1)

Symptoms

Default Tax Jurisdiction has been defined at tax level. Tax Jurisdiction defined is for 'XX' and Supplier used in the invoice is also located in the XX'. 

Tax rate has been defined without jurisdiction.

But in Accounts Payable Invoices - for Manual tax or Tax Only Invoice Lines  Tax Jurisdiction is not being derived.
It has also been noticed that even the Place of Supply is not derived from the default which is set up at Tax level .
