How to do Supplemental Life Plan coverage reduction ?

We have configured variable coverage profiles for employees who are 65 and above with their coverage reduced by 35% of 10000. An employee who already has elections made, once he turns 65 the coverage should drop by 35% without the employee having to re-elect the plan. But we are seeing the employee has to re-elect the plan once we process the event.
We have the variable coverage min -6500, max-325000, default-6500, increments - 6500.
While trying to elect and submit the elections we are facing the following error.

You need to enter a coverage amount between 10000 and 500000, in increments of 6500. (BEN-990675)
The coverage value you entered is 6500.
