How can we limit access to approved & posted Comp. plans only to HR Comp., not managers?

Requirement is to enable the access to view an approved and posted compensation plan ONLY to HR Compensation administrator and managers, but not to line managers outside the HR team.

Line managers outside HR team must only be able to view new compensation plans, but not finally approved and posted (transferred to HR) plans.
