Why is sitmain batch not rebuilding the dynamic itemlist?

Scenario:

User created a criteria-based itemlist, for example items with UDA_ID = 1.
Then created an item-loc link for that itemlist in the Schedule Item Maintenance screen and ran sitmain batch. After that, user created a new item with UDA_ID = 1 and reran sitmain.  Since skulist was not rebuilt, the new item was not included in the sitmain process.
