Move Order To Existing Shipment Action Results In Error: "Failed to create a TShipmentTuple" (Doc ID 2706568.1)

Symptoms

A shipment is created for an Order Release. An second Order Release (identical in characteristics) is attempted to be put on this shipment via the "Move Order to Existing Shipment" action.

This fails to succeed and the only thing seen in the log is:
