Legal Employer List is Empty in the 'Hire an Employee' Quick Action Process (Doc ID 2706780.1)

On : 11.13.20.01.0 version, Global Human Resources

ACTUAL BEHAVIOR
---------------
The Legal Employer list is empty in the 'Hire an Employee' quick action process.

Navigation: Home > My Client Groups > Hire an Employee (Quick Action)

There is nothing in the Legal Employer drop down, although there is no restriction on the organization security profile (set to View All).

Also, there is no result when typing a value either.

EXPECTED BEHAVIOR
-----------------------
All legal employers should be available or searchable in the list, as in the lift-and-shift 'New Person > Hire an Employee' task.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Navigate to: Home > My Client Groups > Hire an Employee (Quick Action)
2. Note that the list of values (LOV) is empty for Legal Employer
